20181221 The design for a Climate Agreement is finished
After nearly 9 months of work in many working groups, 5 sector tables, the climate council and many other ad-hoc meetings, the design for a Climate Agreement was published this afternoon. You can find the publication (in Dutch) here.

20181214 Analysis effects concept Climate agreement
Recently, CE Delft, Berenschot and Kalavasta published a report about the effects of the draft Climate agreement. The conclusion of the report is that more measures are needed in order to achieve the reduction targets set. Especially regarding the target for 2020 the report states that the target of 20% emission reduction will not be reached at all (only 15% will be achieved).

Minister Wiebes (Economic Affairs and Climate) has published a policy letter regarding the evaluation of the policy in the period 2012-2016 regarding Climate.

20181210 Evaluation analysis of the Dutch climate policy by Kwink and CE Delft
Research institute Kwink performed the evaluation analysis of the Dutch climate policy in the period 2012-2016, in cooperation with CE Delft. In the context of biofuels, the budget expenses were mainly focused on the Vision for sustainable fuels (part of the Energy Agreement), Green Deals, research and the strengthening of the international policy for sustainable mobility.

20181130 Cabinet Appreciation on Climate Act
The Dutch government has published its appreciation on the earlier proposed national Climate Act. Since the Climate Act is proposed by multiple political groups and not by the government itself, the appreciation is published after the publication of the proposal. The appreciation is supportive of the proposal since the coalition parties already support the proposal.

20181126 EC publishes long-term climate vision
The European Commission has published its strategic long-term vision for a prosperous, modern, competitive and climate-neutral economy by 2050. The strategic vision aims to achieve the climate targets of the Paris agreement and net-zero greenhouse gas emissions by 2050. The vision emphasizes that advanced biofuels are needed in the future energy system, preferably in transport modes that have no alternatives (heavy duty road transport, shipping and aviation).

20181119 Questions regarding biomass and sustainability criteria in Dutch Climate agreement
Last week, questions were asked in Parliament by GroenLinks (Greens) to Minister Wiebes (EZK) and State Secretary Van Veldhoven (Infrastructure and Water Board) considering biomass and the sustainability criteria of the Climate agreement. The questions are focussed on the criteria being discussed and the process of the Climate agreement.

20181116 Dutch government appeals Urgenda ruling
The Dutch court of appeal confirmed the earlier district court’s ruling that the Dutch government is bound to the climate target of 25% emission reduction in 2020 (compared to 1990 levels). In his letter, the Minister states that the Dutch government will file an appeal in cassation to the Supreme Court, because of principle legal reasons. He also stated the Dutch government will continue its steps to achieve the higher target.

20181106 Dutch Concept Integrated National Energy and Climate plan 2021-2030
Last week, the Dutch government published the draft version of the Integrated National Energy and Climate plan for the period 2021-2030. Due to the Governance regulation all member states are obliged to do so before December 31st. Member states have to file their final version of the Integrated National Energy and Climate plan (‘INEK’). As the Dutch Climate agreement is directly influencing the INEK, the preliminary version is based on the Government agreement and the Appreciation Cornerstones for a Climate agreement and contain no surprises.

20181106 Agreement European Parliament regarding proposal RED-II
Recently the European Parliament voted and officially agreed on the RED-II. The agreed text will now be discussed by the Council and voted upon in order to officially agree on the proposal. It is expected that the Council will vote in December regarding the RED-II.
